Sergio Perez failed to reach the final stage of qualifying at Imola. The Red Bull driver will therefore start the Emilia Romagna Grand Prix in P11.
Team-mate Max Verstappen led Q2, but the Mexican could not get the better of Daniel Ricciardo, who got through in tenth.
It is just the latest problem on a difficult weekend for Red Bull, with neither Perez nor Verstappen able to show the usual pace of the RB20.
It means that the Dutchman will have to contend against the Ferraris and McLarens alone in Q3.
Perez has struggled in qualifying in the past, but looked to have at least partially put that behind him so far this season.
