On a busy day for the majority of the 11 teams, Norris posted a 1:33.453s, improving on George Russell's leading lap from yesterday, albeit by just six-thousandths of a second.
Norris edged Red Bull's Max Verstappen by 0.131s, with Mercedes' Russell 0.658s back in third.
As for Lewis Hamilton and Ferrari, the morning was a disaster as he completed just five laps, with no word from the Scuderia as to the issues with the car.
