Max Verstappen ended the final practice session from Zandvoort as the fastest driver, navigating the difficult conditions to lead the field with a 1:21.631.
The session was interrupted by three red flags following offs for Kevin Magnussen, Zhou Guanyu and debutant Liam Lawson - the latter was the only driver who was able to return to the pits on his own accord.
George Russell second fastest for Mercedes, while Verstappen's teammate Sergio Perez was third fastest.
Fernando Alonso was fourth for Aston Martin in a weekend that he hopes he can return to the podium following his strong opening half to the season.
Lewis Hamilton was fifth in the second Mercedes car while Williams' strong pace from Friday continued with Alexander Albon in sixth.
Oscar Piastri was seventh ahead of Valtteri Bottas who once again found himself inside the top 10.
Charles Leclerc had a series of wide moments at Turn 1 but managed to classify in P9, while Lando Norris rounded out the top 10.
