In an interview with Speedcafe, Ben Sulayem explained, "I have heard from a legal perspective that the FOM can refuse based on financial considerations. However, the license to participate is granted by the FIA. In that case, Andretti could participate without receiving financial support, but I don't think that will happen. I assume the FOM will not say 'no,' but anything is possible."
