The McLaren driver bested local favourite Charles Leclerc by one-tenth of a second on his final attempt to move ahead of the Ferrari man.
Championship leader Oscar Piastri was third, while Lewis Hamilton and Max Verstappen were fourth and fifth, respectively.
Mercedes endured a difficult day as both drivers suffered issues, leaving them eliminated in the mid pack.
