McLaren 'open to conversation' on 'complicated' Formula 1 topic

CEO Zak Brown feels one of the sport's thorniest off-track topics could be debated further.

Zak Brown has described the ongoing debate around Formula 1's cost cap regulations as "complicated", but says he remains open to discussing potential changes to the rules.

McLaren CEO Brown was responding to comments from Williams team principal James Vowles, who has been pushing for reforms to the cost cap structure ahead of the 2027 regulatory cycle.

Vowles argues that current rules entrench advantages for teams with legacy infrastructure built before the cap was introduced in 2021, and has proposed dynamic capital or operational expenditure catch-up mechanisms tied to championship position.

The Williams boss has gained partial backing from Alpine, Aston Martin, Audi and Cadillac for the idea, but has run into resistance from Haas and Racing Bulls, who oppose any expansion of capital spending allowances.

Front-running teams have argued that holding the line on current limits protects against a renewed spending war and preserves the championship's long-term financial sustainability.

Brown, whose team has won back-to-back constructors' titles, said Formula 1 generally does a solid job of reviewing its rulebooks, pointing to the collaborative nature of regulatory change across financial, sporting and technical areas.

"I think we do a good job as a sport of reviewing financial regulations, sporting regulations, and technical regulations, and I think we all collectively work well together to always try to move forward," Brown said.

"Sport is very complex. I think the biggest difference in racing teams is the people, the culture.

"I know we don't have the largest infrastructure in Formula 1, I don't think we have the second or third largest infrastructure in Formula 1.

"We've got a customer engine, all these things which you hear over the years you can't win a championship with, and we have. I think that's because we're a really well-performing team of people.

"I do think we have made a step forward in combining the CapEx and the OpEx. So now you have a decision to make on where to invest, just like you have a decision to make on what drivers you want to bring on board.

"It's complicated, [but I am] always open-minded.

"If you look at last year, it was the closest grid in the history of Formula 1. When I was growing up racing, most of the time it was one or two teams winning. Now it's four. Fifth got a pole this year.

"The sport's extremely competitive as it is, but [I am] always open to any conversation."

Any changes to the financial regulations would need to pass through the FIA's Cost Cap Administration and Financial Advisory Committee before reaching a formal vote at the F1 Commission.

That is a process that can take anywhere from several months to multiple seasons. Whether Vowles can muster enough support from rival teams to get his sliding-scale proposal through remains to be seen.
