Kevin Magnussen will start the Dutch Grand Prix from the pit lane after a number of power unit component changes after qualifying.
The Danish driver failed to reach the second qualifying session at Zandvoort and was due to start from 18th on the grid.
But Haas has opted to add a new Internal Combustion Engine, Turbo Charger, Motor Generator Unit - Hybrid, Energy Store and Control Electronics.
The move adds to the woe experienced for Magnussen and Haas this weekend after the team was forced into repairing his VF-23 following a crash in final practice that left Team Prinicpal Guenther Steiner "p***ed off".
Magnussen damaged one of only three upgraded front wings the team had brought to the seaside venue, a day after teammate Nico Hulkenberg crashed out in practice and damaged his own wing.
The German carries Haas' hopes from 14th on the grid.
