Kimi Antonelli will face the Azerbaijan Grand Prix stewards as a result of the incident involving Williams' Alex Albon.
Midway through the session, Albon clipped the inside of the barrier at Turn 1, breaking the front-left suspension of his car.
As one of only two drivers without a time to his name at that stage, Antonelli was under immediate pressure to log a lap.
The young Italian sailed past the Williams along the short straight between Turns 1 and 2 when he was informed over the radio there were double-waved yellows in place.
"I didn't see it," shouted Antonelli over the radio, before finally backing off.
The stewards, however, will look at the situation post-qualifying, with Antonelli under investigation for a yellow-flag infringement.
Given double-waved yellows were on show, it is likely the Mercedes driver will face a penalty.
