The Monégasque set a best time of a 1:30.322 to finish just 0.046 secs faster than Mercedes' George Russell, though Leclerc was on a softer set of tyres.
A late effort from Zhou Guanyu was good enough to put the Stake F1 up to third, ahead of Max Verstappen and RB's Yuki Tsunoda.
Alex Albon was sixth fastest for Williams ahead of McLaren's Oscar Piastri, with Fernando Alonso eighth for Aston Martin.
Carlos Sainz's effort from the morning was good enough for ninth ahead of Sergio Perez, who was also involved in the first four hours.
